PRESS RELEASE OF THE LAO-NC

on the occasion of the 39^th  Anniversary of the Special Treaty Laos-Vietnam

    The special Treaty of amity and cooperation Laos-Vietnam , signed  in Vientiane on  July 18 1977, formalizes the occupation , the colonization and the dependence of the Lao People’s Democratic Republic (Laos) for the benefit of the communist Vietnam  by reason of blood debs contracted by the communist leaders « Pathet Lao » in respect of the Vietnamese communist Party which has assisted them to take over the powers they are holding at present. Since the establishment of dictatorial in Laos, where the single Party has the rights of life and death on the population, where the Laotian people have become deaf and dumb and blind « without rights, without words and without hopes ».

       On behalf of the Lao National Council , we strongly request the outright cancellation and without conditions the “Special Laos-Vietnam Treaty” of 18 July 1977 ; we  denounce the violation of the sovereignty of Laos by communist Vietnam that it implements settlements and forcing the Lao people to take language courses and Vietnamese culture ; the Lao People’s Democratic Republic is one of the worst in Asia .

       At present, where the world situation is undergoing profound political transformation , Laos remains fundamentally a Stalinist dictatorship , where the single Party (People’s Revolutionary Party) is undeservedly ruling the country, under a totalitarian regime and that the human rights are violated , the prisoners of opinion remain always incarcerated without putting on trial and inhumanly treated, and where its inhabitants have sunk the misery and that the democratic expressions have met with so many hindrance, the education is degrading and the social and cultural values are worn down by a rampant mercantilism.

       Face to the aggravating situation of  the country, the LAO NATIONAL COUNCIL  forcefully  denounces :

1-the totalitarian attitude of the present LAO PDR’s government which has thrust the Lao people, in spite of our numerous interventions, into an unbelievable misery, without any economic, social or medical protection outside the major towns and cities that are open to tourists and foreign organizations ;

2-the oligarchic system and the corruption organized by the authorities themselves in violation of the principles of democracy, justice and fairness which every citizen is entitled  to enjoy , and which these new leaders , for all their Vietnamese communist allegiance, in fact enshrined in their Constitution ;

3-the systematic unlawful confiscation of personal property, the prohibition of any public gathering, the severe reprisals against anyone daring to express their discontent with or opposition the despotic regime which is currently governing the country with the political and military backing of HANOI . The Vietnamese government has in fact flouted all the Lao peace treaties and independence agreements by retaining an army of over 70 000 soldiers in Laos , as workers, experts and volunteers, occupying the border regions by setting many thousands of Vietnamese families to plunder our heritage and exploit our mineral wealth.

      On this occasion , the LAO NATIONAL COUNCIL, composed of the democratic forces , the patriots and the representatives of the Opposition to all the forms of dictatorship, fights about in for liberty, democracy and human rights , launches a solemn appeal to all governments, the International organizations, the political personalities, the women and men of good will who cherish liberty and justice, to support the Lao people in struggle for liberty and to request them to intervene with the Lao communist Authorities so that the political prisoners  be liberated , human right be respected and the reforms be carried out without delay.

     In accordance with the interests of the nation and to answer the profound aspirations of the Lao people, to restore the understanding and the national concord , and to build a LAOS sovereign, free, democratic, independence and prosperous , the Lao National Council claims vigorously :

1-cancellation of all Treaties that have not been concluded on equal terms with the foreign governments and which undermine the national sovereignty , in particular with the neighboring countries, demand the withdrawal of the occupation troops as well as all civil nationals of Vietnam communist who colonize the Lao territory of facto ;

2-cessation all exactions and arbitrary arrests made against the patriots who claim to freedom, democracy , reconciliation, multi-party system  and human rights ;

3-that Laos must be the Fatherland of Laotians of all edges, including those have adopted the nationality of their host country :  the Laotians who had expatriated themselves to flee the Nord Vietnamese communist invasion must be able to return freely to country and to keep their Lao origin nationality :

4-release unconditionally prisoners of conscience incarcerated without trial and inhumanely treated, particularly Mr SOMBATH SOMPHONE, NGO leader, founder of a center for training and rural development , humanitarian activist, known for his fight for the poor and social rights, forcibly removed by the special police of the Lao PDR, in December 1912 in Vientiane , and 5 militant student leaders imprisoned pro-democracy October 29, 1999 in Vientiane for "generating social unrest", and Messrs Soukan CHAYTHAD, Somphone PHIMMASONE and Mrs Lodkham THAMMAVONG, arrested February 25, 2016  for denouncing corruption, deforestation and violations of human rights, and about fifty people imprisoned for patriotic events ;

5-that all associations and patriotic organizations without distinction political tendency are free carry on their activities ;

    In addition, the Lao National Council invites the international community, in particular the international organizations and the donor countries to revise their assistance policy and to demand in return of their aids the tangible results and verifiable as to the matter of human rights, democracy, the fight against corruption and the good governance.

    The Vientiane government should not be able to benefit from the generosity of international donors as it continue to violate its obligations on human rights.

     The Lao National Council remains committed to ending all forms of dictatorship in Laos and that through peaceful actions and cooperating fully with all organizations and individuals with the same goal , we urge all compatriots inside and outside Laos to work in solidarity and to openly claim the right to live in a democratic and free society Lao.

Dears Compatriots inside and outside Laos ,

     Our parents, our elders and our relatives were deceived by this cancer called " popular democratic" ; thousands of them are murdered dead, hungry and amnesiac in prison without light or sanitation. Let their death to be useful to our fight for freedom. Let us wake up  !  Do not let this scourge People's Democratic Marxist-Leninist gnaw our country. Move, mobilize around you, join forces, act and fight together against the regime lawless imported from abroad. At present, an irresistible current for freedom, democracy and human rights, sweeping across the world, let us unite and walk with confidence and courage to conquer the free Laos, sovereign, democratic, independent and prosperous. The interests of nation must come first, we strongly urge support our struggle for national salvation and prosperity of our country.

     Anyway, with respect the memory of our loved ones and to repair the harm that our families were innocent of the coup of December 2, 1975 which introduced a usurper state in violation of all agreements he was a leading signatory, the Lao National Council condemns the Vientiane government and the leaders of the Lao People's Revolutionary Party by crime against the Lao people.
